Promoting gender balance representation in the Assembly

At its meeting held in Strasbourg today in hybrid mode, the Committee on Rules of Procedure made a set of proposals to promote gender balance in the Assembly by amending its Rules of Procedure. With regard to the composition of national delegations, the report by Nicole Trisse (France, ALDE), adopted by the committee, advocates a progressive approach, setting a minimum threshold of one third of members of the under-represented sex, with a view to achieving a minimum of 40% representation and, ultimately, parity of women and men in the Assembly.

The committee also called on PACE national delegations and political groups to promote more proactively the representation and balanced participation of women and men in the activities of the Assembly, in particular in committees and decision-making bodies, as well as in political groups.

According to the committee, the introduction of a minimum quota of members of the under-represented sex, based on the principle of “one in three”, should be applied in appointments to committees appointed by the political groups, ad hoc committees, as well as in the appointment of rapporteurs by committees.
