Malta’s democratic consolidation requires well-functioning institutions

In the framework of its regular periodic reviews of the honouring of membership obligations by Council of Europe member States, the Monitoring Committee today made public its report on Malta. The draft resolution included, which was unanimously adopted by the Committee, states that Malta faces important challenges to the functioning of its democratic and rule of law institutions, which, if left unaddressed, “could affect the level of democratic consolidation in the country”.

The committee welcomed the efforts of the Maltese authorities to address these challenges, but further reforms regarding the institutional system of checks and balances, in particular with regard to the parliament, and the fight against corruption, are still needed and the committee made a number of concrete recommendations to this extent.
