PACE President Tiny Kox has warmly welcomed the strong support of Dutch Prime Minister Mark Rutte for the creation of an ad hoc tribunal to investigate the crime of aggression with regard to Russia's invasion of Ukraine, a Council of Europe member State.
The Netherlands is willing and able to host the tribunal in the city of The Hague, Prime Minister Rutte informed the PACE President during a meeting in his office in the city, where several other international courts are already operating, among them the International Criminal Court and the International Court of Justice.
The creation of an ad hoc tribunal for the crime of aggression with regard to the war in Ukraine was first proposed by the Parliamentary Assembly of the Council of Europe in an April 2022 resolution. The European Commission and a growing number of governments of Council of Europe member States have since then declared their support in favour of this way to ensure that there will be no impunity for those who are responsible for the military aggression against Ukraine.
