Emphasising the significance of "a people-centred approach in policy making in times of crisis", PACE today called on EU member States to prolong the duration of the initially agreed temporary protection or to open new avenues "for allowing a regular and legally secure presence of peoples of Ukraine on their territory with access to rights available for asylum seekers”.
According to the resolution adopted by PACE, based on a report by Lise Selnes (Norway, SOC), EU member States should also consider granting the Ukrainians under temporary protection "the right to permanent residency in the host country after a three-year period of residence».
In addition, PACE proposed a series of measures to support internally displaced people in Ukraine, such as the rapid provision of sufficient humanitarian assistance, with a specific emphasis on the needs of internally displaced children and their families.
It reiterated its call to take urgent measures to liberate Ukrainians who are now on the territory of the Russian Federation and Belarus, as a result of forcible displacement or deportation. It underlined the need to enhance co-operation between various parties and mechanisms to help return forcibly displaced children, stating that "third-party interventions could offer guarantees of impartiality and effectiveness".
