"The combined effects of these wars, along with climate change and the erosion of democracy, present an unprecedented challenge to our societies. A challenge I have tried to describe as the perfect storm. In the face of this challenge, the Council of Europe has already demonstrated its strength, vast experience, agility and responsiveness. Whether it is the fight against human trafficking, the protection of the environment, or artificial intelligence, the Council of Europe has often led the way. Our new Convention on Artificial Intelligence, recently opened for signature, is a perfect example of this," stated Secretary General Alain Berset, addressing the autumn plenary session of the PACE for the first time in his new role.
The Secretary General emphasised the crucial role of the Council of Europe, which is celebrating its 75th anniversary, in ensuring a future of peace, stability, prosperity, security and dignity for European citizens. He highlighted the three priorities of his mandate: supporting Ukraine, revitalising democracy, and fostering the unity of the European family in all its diversity.
"In a world beset by centrifugal forces, in a world where divergent forces often seem to be prevailing, we must find greater convergence. And to achieve this, we must stay the course of truth and values. Dialogue is essential. A dialogue among the 46 members of the Council of Europe, which I earlier described as proud and equal. It is an inter-institutional dialogue within the Council of Europe, both formal and informal. And it is a dialogue that respects diversity but is also fundamentally anchored in the foundation of our values," he said.
An action plan to promote democracy, aimed at revitalising the strength of the democratic process, was also mentioned, along with the possibility of regularly organising a summit of heads of state and government.
"During my mandate, I will work with passion and determination to continue building a Europe where every human being is at the centre of our actions, with the ultimate goal that each person may live in the freedom and security provided by democracy. I look forward to what we will accomplish together, and I intend to devote all my energy to serving our mission and our shared values, in service of the Council of Europe," concluded Mr Berset.
