The 2011 Europe Prize has been awarded jointly to the towns of Landerneau (France) and Hünfeld (Germany). This decision was taken unanimously by the Committee on the Environment, Agriculture and Local and Regional Affairs of the Council of Europe’s Parliamentary Assembly (PACE) at its April plenary session in Strasbourg.

PACE today decided to award its 2011 Human Rights Prize to the Russian NGO “Committee against Torture” (Komitet Protiv Pytok), in recognition of the organisation’s key role in assisting victims of serious human rights abuses. This is the second time the 10,000-euro biennial Prize, which honours “outstanding civil society action in the defence of human rights in Europe”, has been awarded.

PACE President Mevlüt Çavusoglu has praised the “spirit of openness” shown by the Ukrainian city of Kharkiv during a ceremony to award the 2010 Europe Prize to the city. Presenting the prize to Kharkiv’s Mayor today at the head of a PACE delegation, the President said the judges were impressed by the number and depth of friendly ties the city had built up – including 17 twinnings with towns across the world – enabling large sections of the population to enjoy enriching international experiences. It is the first time a Ukrainian town has won the 55-year-old prize.

A parliamentary delegation led by PACE President, Mevlüt Çavusoglu, and the Chairman of the PACE Sub-Committee on the Europe Prize, Axel Fischer (Germany, EPP/CD), will present the 2010 Europe Prize to Kharkiv’s Mayor, Gennadiy Kernes (Ukraine), at a ceremony on Monday 23 and Tuesday 24 August. Kharkiv is the first Ukrainian town to receive this honour and the 66th winning town since the prize was created in 1955.

The President of the Committee on the Environment, Agriculture and Local and Regional Affairs of the Parliamentary Assembly of the Council of Europe (PACE), Aleksei Lotman (Estonia, UEL), and the Chairman of the Sub-Committee on the Europe Prize, Axel Fischer (Germany, EPP/CD), today awarded mayors of 18 prize-winning municipalities with the European Diploma 2010, on the occasion of a ceremony attended by about 80 people. MM Lotman and Fischer welcomed the enthusiasm shown by the European local authorities by taking part in the ceremony.

PACE President Mevlüt Çavusoglu, the member of the Museum Prize judging panel, Virgil Stefan Nitulescu, and the Deputy Mayor of Strasbourg responsible for cultural policy, Daniel Payot, have awarded the 2010 Museum Prize to the Portimão Museum (Portugal), represented by the museum director, José Gameiro, and the Municipal Councillor in charge of cultural affairs in Portimão, Isabel Bica. The ceremony was held in the Palais des Rohan in Strasbourg.

The Council of Europe Museum Prize for 2010 has been awarded to the Portimão Museum in Algarve in Portugal. The committee's decision was motivated by the success story of the museum, the relevance of its theme and the extent of its educational programme to the benefit of the local community. The Portimão Museum housed in a former sardine canning factory on the estuary of the Arade River has successfully restored the industrial/historical heritage of the Portimão area.

The Turkish town of Ankara will receive the 2009 Europe Prize in a ceremony which will be held on Saturday 10 October. A large delegation of parliamentarians, led by PACE President Lluís Maria de Puig and the Chair of PACE’s Environment Committee Alan Meale (United Kingdom, SOC), will present the prize to Ankara’s Mayor Melih Gökçek in presence of the Turkish Prime Minister, Recep Tayyip Erdogan, and a large number of personalities and invited guests.

PACE President Lluís Maria de Puig today awarded mayors of 18 prize-winning municipalities with the European Diploma 2009, on the occasion of a ceremony attended by about 100 people. The Diploma not only acknowledges the work done at European level by the prize-winning municipalities, but also serves as an incentive to develop it further through contacts with twin towns and other European partners.

The 2009 Europe Prize has been awarded to the Turkish town of Ankara. The decision was taken unanimously by PACE Committee on the Environment, Agriculture and Local and Regional Affairs meeting today in Strasbourg. Through its forty twinnings in the world, Ankara has developed a very dense network of international contacts and attaches great importance to the development of cultural relations by organising every year Cultural Days. And thanks to its international conferences (such as the 5th Glocal Forum) it has contributed to strengthening friendship and understanding among people.

British Irish Rights Watch has been selected as the winner of the first ever PACE Human Rights Prize, which honours “outstanding civil society action in the defence of human rights in Europe”. The independent non-governmental organisation – which has been monitoring the human rights dimension of the conflict in Northern Ireland, and latterly the peace process, since 1990 – was unanimously selected from among fourteen individuals and NGOs nominated for the prize by a distinguished panel including leading figures from the world of human rights.
