Dear Madam President,

On behalf of the Socialists and the Greens, I would like to warmly welcome Ms Marija Pejčinović Burić -- an old colleague here among us -- as she takes over as Secretary-General and to underline the words of my predecessor. You are certainly the right woman, at the right time. This is an important thing to handle in the time of Ms Trisse's progress report.

I would like to underline the words of our President of the Assembly, but also the words of the rapporteur on the active role of France in the Presidency here; this is impressive. In particular, and I have already told her personally, Madame de Montchalin impressed me greatly in every way, as she brings something further. What was already mentioned by Ms Trisse, at this time the financial crisis has been averted due to the payment of the outstanding contributions of the Russian Federation. It is not all there yet, but much of it. This is important, and I am glad that the presidential committee has decided to go to Ukraine and have confidence-building talks with colleagues and decision-makers in Ukraine.

However, it should also be noted, and Ms Trisse has reported that the outreach of the ad hoc commission on election observation is not in line with our legal bases. A state under monitoring cannot do that. There have also been elections during this time that have worried us a bit -- and I am glad that there is a debate on this today too. It was the local elections in Russia, especially in Moscow.

But what worried us a lot is the situation in the UK. How can a prime minister eliminate a parliament? And in the oldest democracy in Europe? That's impossible, and you often see that the courts are functioning and reversing a lawless act that has happened here.

In this sense, many thanks for this progress report, Nicole Trisse. We will have you here again this week with a report here, right here. And I very much hope that Ukraine will soon be back in business.

Au nom des socialistes et des Verts, je voudrais chaleureusement souhaiter la bienvenue à Mme Marija Pejčinović Burić – une ancienne collègue, parmi nous – qui assumera les fonctions de Secrétaire Générale et soulignera les paroles de mon prédécesseur. Vous êtes certainement la femme adéquate, présente au bon moment. C’est l’une des choses importantes à gérer au moment du rapport d'activité de Mme Trisse.

Je voudrais souligner les propos de notre Présidente de l'Assemblée, mais également ceux du rapporteur sur le rôle actif de la France dans la présidence. C'est impressionnant. En particulier, je le lui ai déjà dit personnellement; Madame de Montchalin m'a beaucoup impressionné car elle décrit sa position et apporte quelque chose en plus. C'est ce que disait déjà Mme Trisse: la crise financière a été évitée grâce au paiement des arriérés de contributions de la Fédération de Russie; tout n'est pas encore là, seulement une grande partie. C'est important et je suis heureux que le Comité des présidents ait décidé de se rendre en Ukraine et d'avoir des entretiens de renforcement de la confiance avec des collègues et des décideurs ukrainiens. Toutefois, il convient de noter que Mme Trisse a indiqué que les activités de la commission ad hoc sur l'observation des élections n'étaient pas conformes à nos bases juridiques. Un état sous surveillance ne peut pas faire cela. Il y a aussi eu des élections, pendant cette période, qui nous ont un peu inquiétés – et je suis heureux qu'il y ait un débat à ce sujet aujourd'hui. Il s'agit des élections locales en Russie, en particulier à Moscou.

Mais ce qui nous inquiète beaucoup, c’est la situation au Royaume-Uni. Comment se peut-il qu'un Premier ministre élimine un Parlement? Dans la plus ancienne démocratie d'Europe? C'est impossible. Et vous voyez souvent que les tribunaux fonctionnent et annulent un acte anarchique, qui s'est ici produit.

En ce sens, merci beaucoup pour ce rapport d'activité, Nicole Trisse. Nous vous reverrons cette semaine avec un rapport, ici même. Et j'espère que l'Ukraine sera bientôt de retour dans les affaires.

Sehr geehrte Frau Präsidentin

auch namens der Sozialisten und Grünen möchte ich Frau Marija Pejčinović Burić – eine alte Kollegin hier aus unserer Mitte – ganz, ganz herzlich zur Übernahme der Generalsekretärin begrüßen und den Worten meines Vorgängers unterstreichen. Sie sind sicher die richtige Frau, zur richtigen Zeit. Das ist eines der wichtigen Dinge, die in der Zeit des Progress-Reports von Frau Trisse zu behandeln sind. 

Ich möchte die Worte unserer Präsidentin der Versammlung, aber auch die Worte der Berichterstatterin unterstreichen über die aktive Rolle Frankreichs in der Präsidentschaft hier; das ist beeindruckend. Insbesondere habe ich auch ihr schon persönlich gesagt; Madame de Montchalin hat mich in all ihren Formen, wie sie Position bezieht, wie sie etwas weiterbringt, sehr beeindruckt. Was schon angesprochen wurde von Frau Trisse, in dieser Zeit ist die finanzielle Krise durch die Bezahlung der ausständigen Beiträge der Russischen Föderation abgewendet worden; es ist zwar noch nicht alles da, aber ein Großteil. Das ist wichtig und ich bin froh, dass das Präsidentialkomittee entschieden hat, nun in die Ukraine zu fahren und mit den Kollegen und Kolleginnen und Entscheidungsträgern in der Ukraine vertrauensbildende Gespräche zu führen. Man muss allerdings auch anmerken, und Frau Trisse hat das berichtet, dass die Ausladung der Ad-hoc-Kommission zur Wahlbeobachtung entspricht nicht unseren rechtlichen Grundlagen. Das kann ein Staat unter Monitoring nicht machen. In dieser Zeit gab es auch Wahlen, die uns etwas besorgt haben – und ich bin froh, dass es dazu auch heute eine Debatte gibt. Es waren die lokalen Wahlen in Russland, speziell in Moskau.

Was uns aber auch sehr besorgt hat, ist die Situation im Vereinigten Königreich. Wie kann es sein, dass ein Premierminister ein Parlament ausschaltet; in der ältesten Demokratie in Europa? Das ist unmöglich. und man sieht das oft, dass die Gerichte funktionieren und eine gesetzlose Handlung, die hier geschehen ist, rückgängig macht.

In diesem Sinne herzlichen Dank für diesen Progress-Report Nicole Trisse. Wir werden dich in dieser Woche noch einmal mit einem Report bei uns hier haben, hier vorne. Und ich hoffe sehr, dass auch nun bald mit der Ukraine die Rückkehr ins Lot kommt.
