And now, perhaps, for the final question – for which I am very grateful.
Co-operation between the Council of Europe and the Organization for Security and Co-operation in Europe (OSCE). You mentioned the visit to Vienna on 11 June 2026. I was also in Vienna last November, also to visit the OSCE, and it confirmed the following: the Council of Europe and the OSCE must work more closely together, but on the basis of their respective mandates. No duplication, no overlapping efforts; we really must work together transparently and effectively. This is not about subordination or duplication of effort, but about effective multilateralism; that is truly the aim. However, our membership and decision-making powers are not identical; we are aware of that. And I believe that it is precisely for this reason that we can complement one another and remain capable of taking action where other formats are more difficult to implement.
The Council of Europe’s contribution is also clear: democratic security through the rule of law. If it could be put so simply, then that is how it would be – with the common European legal area, the Convention, the Court of Justice, and our standards and monitoring mechanisms. We are now working with the OSCE to examine how this co-operation can become more concrete and effective. And in this spirit, the forthcoming visit of OSCE Secretary-General Mr Feridun H. SINIRLIOĞLU to the Committee of Ministers on 1 July 2026 – now just over a week away – will provide a further opportunity. Our aim is really clear: to strengthen Europe as a democratic security architecture, with greater coherence and accountability.
You also mentioned election observation. This is an important issue because the Council of Europe plays a key role in these election observations, as does the OSCE – and, incidentally, there is very strong co-operation between them. And it is the case that the OSCE has expressed a desire to discuss this co-operation. And we now need to see how we can organise this. I have also had a meeting about this here with the Secretariat. The idea is really, first of all, to understand what they wish to communicate to us, and then we can see whether there is scope to develop something and what this means for our work.

Concernant la coopération entre le Conseil de l’Europe et l’Organisation pour la sécurité et la coopération en Europe (OSCE), vous avez évoqué la visite du 11 juin 2026 à Vienne. Je m’y suis également rendu en novembre dernier et j’en ai tiré une conviction claire : ces deux organisations doivent renforcer leur coopération, tout en respectant pleinement leurs mandats respectifs.
Il ne doit y avoir ni chevauchements ni doublons. Notre objectif est de travailler ensemble de manière transparente et efficace, sans relation de subordination entre les deux institutions, mais dans un esprit de multilatéralisme constructif.
Nous savons aussi que leur composition et leurs mécanismes de décision diffèrent. C’est précisément cette complémentarité qui constitue leur force et leur permet d’agir là où d’autres cadres de coopération se révèlent moins efficaces.
La contribution du Conseil de l’Europe est claire : renforcer la sécurité démocratique par le droit. Cette mission s’appuie sur l’espace juridique européen commun, la Convention européenne des droits de l’homme, la Cour européenne des droits de l’homme, ainsi que sur nos normes et nos mécanismes de suivi.
Nous travaillons actuellement avec l’OSCE pour rendre cette coopération plus concrète et plus efficace. Dans cette perspective, la visite du secrétaire général de l’OSCE, M. Feridun H. SINIRLIOĞLU, devant le Comité des ministres le 1er juillet 2026, dans un peu plus d’une semaine, constituera une nouvelle occasion de faire avancer ce dialogue.
Notre objectif est simple : renforcer l’architecture européenne de sécurité démocratique en améliorant la cohérence de notre action et en assumant pleinement nos responsabilités.
Vous avez également évoqué l’observation électorale, un sujet essentiel. Le Conseil de l’Europe joue un rôle important dans ce domaine, tout comme l’OSCE, avec laquelle il entretient déjà une coopération étroite.
L’OSCE a d’ailleurs exprimé le souhait d’échanger sur cette collaboration. Nous devons maintenant réfléchir à la manière d’organiser cet échange. J’ai eu une réunion à ce sujet avec le secrétariat, ici même. L’objectif est d’abord de comprendre ce que l’OSCE souhaite nous présenter, puis d’évaluer s’il est possible d’aller plus loin dans cette coopération et d’en mesurer les conséquences pour nos propres travaux.
Und jetzt vielleicht für die letzte Frage, für die ich mich sehr bedanke.
Die Zusammenarbeit zwischen Europarat und OSZE. Sie haben den Besuch vom 11. Juni 2026 in Wien erwähnt. Ich war auch in Wien, im November letzten Jahres, auch für einen Besuch bei der OSZE und er hat folgendes bestätigt: Europarat und OSZE müssen enger zusammenarbeiten, aber auf der Grundlage ihrer jeweiligen Mandate. Keine Duplikationen, keine Doppelspurigkeit, wir müssen da wirklich transparent und gut zusammenarbeiten. Es geht nicht um Unterordnung oder Doppelarbeit, sondern um wirksamen Multilateralismus, das ist wirklich das Ziel. Unsere Mitgliedschaften und Entscheidungsmöglichkeiten sind aber nicht identisch, wir wissen das. Und ich glaube, gerade deswegen können wir uns ergänzen und dort handlungsfähig bleiben, wo andere Formate schwieriger sind.
Der Beitrag des Europarates ist auch klar: Demokratische Sicherheit durch Recht. Wenn man es so einfach darstellen könnte, dann wäre es so, mit dem gemeinsamen europäischen Rechtsraum, mit der Konvention, mit dem Gerichtshof, mit unseren Standards und Monitoring-Mechanismen. Jetzt prüfen wir mit der OSZE, wie diese Zusammenarbeit konkreter und wirksamer werden kann. Und in diesem Sinne wird der baldige Besuch von OSZE-Generalsekretär Herr Feridun H. SINIRLIOĞLU im Ministerkomitee am 1. Juli 2026, jetzt in etwas mehr als einer Woche, eine weitere Gelegenheit sein. Unser Ziel ist wirklich klar, Europa als demokratische Sicherheitsarchitektur stärken, mit mehr Kohärenzwirkung und Verantwortung.
Sie haben auch die Wahlbeobachtung angesprochen. Das ist ein wichtiges Thema, weil der Europarat bei diesen Wahlbeobachtungen eine wichtige Rolle spielt, ebenso wie die OSZE - übrigens eine sehr starke Zusammenarbeit. Und es ist der Fall, dass die OSZE einen Austausch über diese Zusammenarbeit gewünscht hat. Und wir müssen jetzt mal sehen, wie wir das organisieren. Ich habe auch mal eine Sitzung darüber gehabt, hier mit dem Sekretariat. Die Idee ist wirklich, zuerst einmal zu verstehen, was sie uns kommunizieren wollen und wir dann mal sehen können, ob es den Raum gibt, um etwas zu entwickeln und was es für unsere Arbeit bedeutet.
