Letter from the President of the Parliamentary Assembly to Mrs Lára Margrét Ragnarsdóttir, Chairperson of the Social, Health and Family Affairs Committee, dated 12 March 2003

On 10 March 2003, the Bureau of the Assembly examined the request and agreed to include in the April 2003 part session, the report on “Improving the lot of abandoned children in institutions” (Rapporteur: Mr Michael Hancock, United Kingdom, LDR) adopted by your Committee on 28.11.2002. However, this report contained a draft order, which I did not consider was totally in order with Rule 23.1.c because it raised questions of substance of the matter.
Having regard to the concerns expressed by the Committee and taking into account the relevance of the subject, the Bureau agreed that the Committee could propose a draft order with an alternative wording, which is attached. If the Social, Health and Family Affairs Committee will endorse this wording, the Assembly will be asked to vote on this text.

The Assembly, referring to its Recommendation on “mproving the lot of abandoned children in institutions”, asks its Social, Health and Family Affairs Committee to give appropriate follow-up to the issues raised by the above-mentioned Recommendation and to report by the end of 2004 to the Assembly on the progress made in the different member states.
