The Assembly,
Having examined the Fifth Report on the activities of the Intergovernmental Committee for European Migration;
Noting that certain West European countries continue to require international assistance to facilitate the migratory movements of their surplus elements of population and of refugees who have found asylum on their territory;
Finding that the activities of I. C. E. M. are expanding beyond the field of transport proper, to cover other aspects of overseas migration,
Recommends to the Committee of Ministers that it should :
