The European Assembly, taking note of the fact that the development of international events urgently requires the establishment of a United Europe on the political, economic, and security planes, proposes to the Committee of Ministers that the Assembly should meet in two Annual Sessions which might take place in the months of April and October or at any other such time as might appear expedient.
