The Parliamentary Assembly:
Reaffirming its position expressed in its Resolution 1242 (2001) and Recommendation
1502 (2001)
on “Inter-parliamentary co-operation in the Mediterranean
and Black sea basins” and taking into account the reply of the Committee
of Ministers (Doc. 9043);
Stressing that the Final declaration of the 6th Inter-Parliamentary
Conference of the Mediterranean and Black sea basins, held in October
2000 was adopted unanimously not only by the representatives from
European states, but also from the Parliaments of Morocco, Algeria,
Tunisia, Jordan, Egypt and of the Palestinian authorities;
Underlining that this Declaration makes a call for regular
meetings of Chairpersons of the committees on the environment in
national parliaments of Mediterranean states, and for the extension
of the Council of Europe Program on Education for Democratic Citizenship
also to the states from the Southern Mediterranean region;
Taking into account its Resolutions 1149 (1998) and 1197 (1999)
and Recommendation 1359
(1998)
on the Mediterranean and Black Sea basins, and stressing
that several new Eastern Mediterranean member states joined the
Organisation after 1989, which gives the Council of Europe an opportunity
to also develop the Eastern-Mediterranean co-operation;
Decides to:
- implement
the mechanism contained in its Resolution 1640 (2008) on “Use by Assembly members of their dual parliamentary
role – both national and European” for the “follow up” of Assembly
resolutions and recommendations in respect of the Mediterranean
and Black Sea co-operation;
- consider again to strengthen the role and activities of
the Council of Europe as regards Mediterranean and Black Sea co-operation.
