Drug addiction has become a most alarming problem in the Council of Europe member states. In recent years the situation got worse mostly due to so called heavy drugs such as heroin. Experts believe that up to 90% of the heroin consumed in the Council of Europe member states originates from Afghanistan.

Fast growing drug traffic from Afghanistan is a threat to the European security.

Solution of this problem requires co-operation of different agencies of all Council of Europe member states. Decision-makers including legislators in the countries situated along the drug traffic routes from Afghanistan to Europe are under strong pressure of drug cartels. This new security threat requires for the Council of Europe to adopt a proactive position and new approaches.

The Parliamentary Assembly should scrutinize threats to security of the Council of Europe member states caused by the drug traffic from Afghanistan and indentify ways and means to improve the situation in order to combat drug production in Afghanistan and stop drug traffic from Afghanistan.
