The Assembly,

1. Having regard to its Recommendation 932 (1982) on the 5th Parliamentary and Scientific Conference (Helsinki, 3-5 June 1981),

2. Confirms the instructions given to its Committee on Science and Technology for follow-up action on the conclusions and recommendations of the 5th Conference, as set forth in Order No. 400 (1981), laying particular stress on the urgent need for strengthening the combined scientific and technological information and assessment capabilities of national parliaments and European parliamentary assemblies ;

3. Instructs its Committee on Culture and Education to undertake a study of possible new directions to be given to education and training activities in school and afterwards, with a view to improving the balance between the development of intelligence and the development of character, the aim being to inculcate self-mastery in the individual as well as mastery over the outside world.
