2. Underlining the importance of the contents of the draft constitution and the modalities of the organisation of the referendum for the future of Turkey's membership of the Council of Europe,
3. Instructs its Political Affairs and Legal Affairs Committees :
a to examine the draft Turkish constitution in the light of the principles enshrined in the Statute of the Council of Europe and in the European Convention on Human Rights ;
b to follow closely the modalities and conduct of the referendum ;
c to continue to follow all other aspects of the situation in Turkey, first and foremost, those connected with respect for human rights ;
d to present a new report at the third part of the 34th Ordinary Session ;
4. Decides to send observers to follow freely the organisation of the referendum.
