1. Having noted the reports of its Committee on Culture and Education on the movement and return of art objects (Docs. 5110 and 5111) ;
2. Concerned at the growing number of art thefts and at the increase in illicit traffic in art objects ;
3. Noting the variations in legislation and in administrative practice relating to art objects in Europe ;
4. Noting also the specific problems which such regulations can cause for creative artists wishing to transfer their own works from one country to another while working on them, exhibiting them or selling them,
5. Instructs its Committee on Culture and Education to arrange, if possible in 1984, an open discussion on this subject, involving the Committee on Economic Affairs and Development and the Legal Affairs Committee and also the relevant sectors of other organisations such as UNESCO and the European Communities.
