1. The Assembly regrets that the Committee of Ministers did not favourably receive the proposals contained in Recommendation 1038 (1986) on the Assembly's powers in the budgetary field.
2. The time has come, having regard to the new tasks and the new dimension which are taking shape for the Council of Europe, to establish properly the Assembly's powers in the budgetary field.
3. If need be, the Council of Europe Statute should be amended as required.
4. The Assembly accordingly instructs its Committee on the Budget and the Intergovernmental Work Programme to report on the changes which need to be made to the legal texts governing the powers of the Assembly in budgetary matters.
