The Assembly,

Having been requested by the Committee of Ministers for its opinion on the draft Agreement on the exchange of war-cripples between member countries of the Council of Europe for medical treatment;

Noting with satisfaction that the terms of this draft Agreement are based on the proposals contained in the Assembly's Recommendation 65 (1954);

Considering that this Agreement will enable all cripples who are nationals of a member country to benefit from all therapeutic methods employed in Europe and will lead to an exchange of medical personnel and skilled technicians as between member countries in order that they may complete their training in therapy, the manufacture of artificial limbs and the functional re-education of cripples;

Considering that this Agreement will contribute greatly to the strengthening of European solidarity and will meet a deep-felt social and human need

Expresses the following opinion :

that the draft Agreement on the exchange of war-cripples between member countries of the Council of Europe for medical treatment should be signed without reservation and, if required, ratified by Member Governments as soon as possible;
that the exchange of technical information on medical treatment stipulated in Article 2 of this Agreement should take place with all speed; and
that, as provided for in Article 1, paragraph 2, the terms of the Agreement should be extended without delay to all other categories of war-disabled who are unable to obtain the necessary treatment in their own countries.
