The Assembly,

1. Having regard to its Recommendation 846 (1978), on the findings of the Parliamentary Colloquy on Energy and the Environment (Strasbourg, 24-25 November 1977) ;
2. Convinced that the energy crisis is one of the greatest challenges which Europe has had to face in the post-war yearsv ;
3. Recalling the various initiatives which have been taken to meet this challenge within the framework of its Exercise in Scientific Co-operation ;
4. Recognising that :
4.1 spécial attention should be paid to the complementary training of specialised people in order to make continuous adjustments between their professional skills and the demands of working life ;
4.2 public information on energy matters could be improved through the holding of a séries of European workshops involving parliamentarians, scientists, economists, sociologists, lawyers, journalists and others ;
4.3 a European data base, open to representatives of the media, should be established in order to spread knowledge of innovations related to energy and electronics, new energy conversion systems, methods of energy accounting, etc.,
5. Recommends that the Committee of Ministers support, through its Council for Cultural Cooperation, and in particular the Standing Conference on University Problems :
a the establishment by the Council of Europe Secretariat of an inventory of existing training programmes in Europe, together with, in close co-operation with representatives of professional branches, a survey of existing and future demand ;
b the organisation, on the following subjects, of a series of European workshops and summer schools according to the methodology developed in the European programme of post-graduate training modules :
energy in the economy : role, policy and planning ;
energy and electronics ;
energy production by anaerobic digestion of biological residues ;
utilisation of plant photosystems or equivalent models as transducers for the conversion of radiant energy into chemical and electrical energy ;
materials for conversion and storage of energy ;
utilisation of solar energy ;
economies of industrial processes.
