That tho rôle of the Council of
Europe in the economic field, taking account of existing international
organisations in accordance with Articles 1, c and 23 b of the Statute, should
include:
1 The creation without delay of a
European Bank for the Member Slates, which the central banks of each of the
Member States shall join and that such a European Bank shall have the exclusive
power to issue currency in Europe, which currency shall be exchanged for the
existing currencies of the Member States.
2 The removal of
all tariffs on goods between Member States and tho creation of ono tariff for
all Member Stales as against other countries, and the removal of all quotas,
export licences and other such barriers on goods passing between tho Member
States.
3 That the general obligations contained in tho
Convention for European Economic Cooperation dated the 16th April, 1948, to
which each of the Member States is party, should become part of the work of the
Council of Europe and that definite plans should be prepared by the
Consultative Assembly for giving effect to these general obligations,
particularly to Articles 4, 5, 6, 7 and 8, and that the necessary treaties
should be entered into for the purpose of giving effect to any recommendations
of the Assembly.
4 That arrangements should be made for the
Economic Commission for Europe to be associated with the work of the Council of
Europe, with the intention that the research departments of the Committee
should also service the Committee of Ministers and the Consultative Assembly so
that the Assembly or any of its committees would have the right to obtain
recommendations from the Economic Commission for Europe.
5 That arrangements should be made at the earliest possible moment for
the Organisation for European Economic Co-operation or that part of it which is
not concerned with the distribution of Marshall Aid be transferred to the
Secretary General of the Council of Europe so as to become a civil service
working under the Council of Europe and available to the Consultative Assembly
as well as to the Committee of Ministers.
