Thesaurus

1. The Assembly is aware that without a stable democracy, efficient political and legal institutions and a functioning administration, social and economic development cannot be sustained.

2. The Assembly therefore recommends that the Committee of Ministers:

2.1 intensify its co-operation with Albania, notably through assistance in the fields of democratic institution-building, human and minority rights including freedom of religion and worship and social protection standards, legislation and public administration and the economy;

2.2 provide adequate funds for this purpose with a view to facilitating Albania's accession to the Council of Europe.
