1. The Assembly, referring to its Resolution 1123 (1997), informs the Committee of Ministers that it has decided to close the monitoring procedure concerning the fulfilment of Romania’s obligations and commitments as provided by Order No. 508 (1995).

2. In view of the remaining obligations and commitments, which Romania is bound to fulfil within a year, the Assembly recommends that the Committee of Ministers aid Romania’s efforts, particularly through the following actions under the Council of Europe-European Commission joint co-operation programme:

2.1 stepping-up aid to Romania in carrying out her prison reform;

2.2 offering assistance, particularly of a financial and educational nature, for the organisation of an information campaign against the abandonment of children;

2.3 carrying out a campaign against racism, xenophobia and intolerance.
