2. Whereas the exceptional magnitude and complexity of the work necessary to save Venice, a temple of European culture and an irreplaceable gem of the world's artistic heritage, justify seeking the help of worldwide public opinion in launching a campaign to mobilise the energies and resources of all,
3. Resolves to support a campaign for the collection of funds under the auspices of the Assembly of the Council of Europe, aimed at infusing new life into the plan for the preservation and revitalisation of Venice, drawn up by UNESCO in close co-operation with the competent Italian authorities ;
4. Instructs the Secretary General to establish the method of procedure for this campaign, which could be launched as Operation "Save Venice", in accordance with the general principles of the report of its Committee on Culture and Education (Doc. 2713).
