The Assembly,
1. Having regard to Rule 43 of the Rules of Procedure (Appointment of Committees) ;
2. Noting that its Committee on Population and Refugees provides at present only one seat for each of the national delegations ;
3. Emphasising that matters to do with migration are becoming increasingly prominent in the activities of the Council of Europe in general and of this committee in particular, alongside questions relating to demography and refugees ;
4. Considering that, following the recent enlargements of the Council of Europe, most of the immigration and emigration countries in Europe are now members of the Organisation ;
5. Being of the opinion that these enlargements enhance the prospects of strengthened cooperation among member states with regard to migrant workers ;
6. Desirous of changing the title and membership of the Committee on Population and Refugees, in order to define its terms of reference more clearly and to allow it to perform its tasks more adequately,
7. Resolves :
7.1 to replace the words "Committee on Population and Refugees" in the last line of Rule 43.1 of the Rules of Procedure by the words "Committee on Migration, Refugees and Demography" ;
7.2 that Belgium, France, the Federal Republic of Germany, Greece, Italy, the Netherlands, Portugal, Spain, Sweden, Switzerland, Turkey and the United Kingdom shall each have two seats on this committee ;
7.3 that the other national delegations shall each have one seat on this committee, so as to increase the total number of seats from 21 to 33.
