The Assembly,

1. Considering the situation resulting from the enlargement of the Council of Europe to twenty-one member states and from the Conference on Security and Co-operation in Europe ;

2. Recognising the desirability of promoting the exchange of information and European co-operation to the greatest extent possible without sacrificing the ideals and principles enshrined in the Statute of the Council of Europe ;

3. Having taken note of the conclusions submitted to the Standing Committee by its Political Affairs Committee and Committee on European Non-member Countries, to the effect that the autonomous existence of the Committee on European Non-member Countries should be maintained on the basis of the guiding principles adopted on 13 December 1968 (Doc. 2515, Section VI) ;

4. Having regard to the report of its Committee on Rules of Procedure (Doc. 4404),

5. Resolves to replace paragraph 1, sub-paragraph 10, of Rule 43 of the Rules of Procedure (Appointment of committees), by the following text : "10. Committee on Relations with European Non-member Countries."
