1. The Assembly notes that the need may arise for it to hold an election which is not on the agenda of a part-session.
2. It recalls that, in accordance with Rule 25.4 of its Rules of Procedure, the Agenda may be altered only by urgent procedure, which requires a majority of two thirds of the votes cast (Rule 50.4).
3. It also recalls that all elections are held in the Assembly chamber, without interrupting the sitting, and thus have no effect on the time reserved for debates.
4. In order to simplify the procedure, the Assembly decides to amend Rule 25.4 of the Rules of Procedure as follows: “Except for the holding of elections, the Agenda may be altered only in accordance with the provisions of Rules 50 and 52.
