3.1 encourage its relevant intergovernmental committees, notably the European Committee on Migration (CDMG), the Steering Committee for Human Rights (CDDH) and the European Committee on Legal Co-operation (CDCJ), to give priority to the following issues, within their respective areas of competence, and work closely with the Parliamentary Assembly on:
3.1.1 strengthening the rights affecting migrants, refugees, asylum seekers and displaced persons, and ensuring the setting up of a legal framework which fully respects their rights and upholds the core values of the Council of Europe;
3.1.2 promoting intercultural dialogue, fostering tolerance and ensuring the integration of immigrant communities in their host societies;
3.1.3 managing migration, including regular and irregular migration, while ensuring effective access to a fair asylum procedure for persons in need of international protection and respecting the different needs of countries of origin, transit and destination;
