Report from the Committee on General Affairs
The Assembly,
Having declared that the aim of the Council of Europe is the
creation of a European Political Authority with limited functions
but real powers,
Instructs the Committee on General Affairs :
1 To submit to the next meeting
of the Assembly a plan for the reform of the Statute of the Council of
Europe relating particularly to the suppression of the right of
veto of the Committee of Ministers.
2 To define the kind of European authority which might be
endowed with limited functions but real powers.
