The Committee, having examined various social problems affecting young persons, has the honour to submit the following Draft Resolution for the Assembly's consideration :

1.1 Draft Resolution

The Consultative Assembly of the Council of Europe :

1. Considers that, as an element in the whole enterprise of the building of Europe, co-ordinating action must be taken to produce a solution for the social problems of youth and childhood and specifically those presented by the professional training of youth, the organisation of international exchanges between young people, the question of stateless children, child welfare, juvenile delinquency and the securing of moral safeguards applicable to children's papers and the cinema ;
2. Pays tribute to the work carried out, with these ends in view, and the results already achieved, by the big private organisations ; expresses its satisfaction at the endeavours of the European Youth and Childhood Research Bureau to seek concrete solutions for the problems encountered in these different spheres;
3. Instructs the Secretary-General of the Council of Europe to keep in touch with the big official and private organisations, and especially to follow the work of the European Youth and Childhood Research Bureau in the matter of the professional training of youth, and the organisation of international exchanges between young people; instructs the Secretary-General to report to the Committee on Social Questions on the result of these investigations;
4. Calls upon the Governments of the Member States of the Council of Europe to support all efforts to bring about co-ordination among the various European bodies concerned with the problems of youth and childhood, and in particular to take all such administrative and financial steps as may be appropriate—for the encouragement of wider exchanges among young people.
