In the draft resolution, before paragraph 8.1, insert the following paragraph:

"ensure equality of treatment before the State and public authorities of all individuals and communities regardless of religion, faith or non-religious beliefs;"

Explanatory note

This amendment would ensure that the equality of all persons before the State is underlined in this report. The report fails to give any protection to non-religious people or people who are not exercising a religion on a daily basis. It would also provide a more positive language to the report.
