1. The Parliamentary Assembly refers to its Resolution 1961 (2013) on the participation of non-member States in Council of Europe conventions, and reiterates its position that focus should be placed on States which have already been invited to accede to the Organisation’s instruments, but which have not yet done so.

2. In addition to the measures referred to in Resolution 1961 (2013), the Assembly invites the Committee of Ministers to:

2.1 consider granting observer status to non-member States in intergovernmental committees which are responsible for the implementation/supervision of conventions to which these States can accede;

2.2 envisage, as a step to be taken prior to accession, the negotiation of bilateral arrangements or memoranda of understanding with non-member States in which their financial contributions towards the implementation of conventions are specified;

2.3 permit non-member States which have been invited to accede to a convention but which have not yet done so to participate in intergovernmental work relating to the amendment of any such instrument – with the agreement of all parties to the convention.
