In the draft resolution, paragraph 1, third sentence, replace the words:

"of the occupation by Armenia of Nagorno-Karabakh and seven other provinces of Azerbaijan,"

with the following words:

"of the Nagorno-Karabakh conflict,"

Explanatory note

The proposed reference on Nagorno-Karabakh conflict has been taken from the Assembly's Opinion 222(2000) on "Azerbaidjan's application for membership of the Council of Europe" which also recommended the invitation to Azerbaidjan to become a member of the Council of Europe.
