The Council of Europe has called on both Armenia and Azerbaijan to settle the Nagorno-Karabakh conflict “by peaceful means only” rejecting any threat for use of force.

The Parliamentary Assembly underlines the need for a climate of trust necessary for a solution to the conflict in Nagorno-Karabakh. The Assembly also considered that “the OSCE’s Minsk group is the optimum framework for negotiations”.

Contrary to the aforementioned commitments, Azerbaijan continues to:

  • purposefully eradicate its own Armenian cultural heritage within Azerbaijan, the most recent example being the destruction of the Armenian medieval cemetery and thousands of Jugha cross-stones;
  • refuse to recognize Nagorno Karabakh’s right to self-determination;
  • refuse to negotiate with representatives of Nagorno Karabakh, main party of conflict;
  • pursue a dangerous policy of militarising its state and using bellicose, hateful rhetoric against Armenia and Armenians at all levels, including the highest level;
  • imprison citizens who dispute the official version of the Karabakh war, the most vivid case being that of Eynulla Fatullayev;
  • blacklist persons, including Assembly members, who visit Nagorno-Karabakh.

The Parliamentary Assembly must demand from Azerbaijan greater conformity and more sincere respect for its obligations.
