In the draft resolution, after paragraph 2.6, insert the following paragraph:

"with regard to the Special guest status, replace Rule 60.1 of the Rules of Procedure with the following words:

"The Bureau may grant special guest status to national parliaments of European non-member States which have applied for membership of the Council of Europe.""
