This motion has not been discussed in the Assembly and commits only those who have signed it.
Today, the agreements reached by Cuba with the United States
of America and the European Union, open Cuba to the democratic world.
The above mentioned agreements can mean a revival/growth for
the Cuban economy. They may contribute to solve a deep social crisis.
Nevertheless, they should not leave out the need to guarantee Human
and Labour Rights in the Island.
So the people of Cuba will be sure to participate in its future,
in full exercise of their rights, guarantee for them of an area
of freedom.
The Council of Europe holds Democracy, Human Rights and the
Rule of Law as core values and so must contribute through its action
in this process.
The Parliamentary Assembly could make proposals concerning
human rights, especially in the field of workers’ rights.
