1. The Parliamentary Assembly refers
to its Resolution 2198
(2018) on the humanitarian consequences of the war in
Ukraine.
2. The Assembly commends the Committee of Ministers on the activities
to protect the rights of internally displaced persons (IDPs) which
have been implemented in the framework of the Council of Europe
Action Plan for Ukraine 2015-2017 and encourages the Committee of
Ministers to continue its efforts to assist Ukraine in solving IDP
problems in the framework of the action plan for 2018-2021, which
is currently being debated by the Committee of Ministers.
