Explanatory memorandum:

The ad hoc committee proved to be an endless talking shop which never addressed the real issues. Instead of using these two years usefully negotiating a solution with the Russian Federation, time was wasted on talking aimlessly. This paragraph is needlessly self-congratulatory while the real achievement was extremely poor.
