In the draft resolution, paragraph 12, replace the words "upon its adoption" with the following words:

"as soon as a new joint sanction mechanism with the Committee of Ministers has been established".

Explanatory note

No guarantees have been given by the Committee of Ministers that the joint procedure will actually be developed. No steps have been taken by the Committee of Ministers to even start such a procedure. Therefore it is wise to first negotiate a new procedure before deleting the existing one.
