Strengthening the decision-making process of the Parliamentary Assembly concerning credentials and voting

In the draft resolution, paragraph 10, replace the last sentence with the following sentence:

"the Rules of Procedure do not impinge on the rights of Assembly members to take part in the election of judges to the European Court of Human Rights, the Commissioner for Human Rights, the Secretary General and the Deputy Secretary General of the Council of Europe and the Secretary General of the Parliamentary Assembly."

Explanatory note

On 10 december 2018, the Rules Committee of the PACE made decision on the above-mentioned issue, therefore more unbiased and should be acceptable to go back to option, which was adopted, by a significant majority of the Committee and it did note cause any controversy.
