In the draft resolution, paragraph 1, replace the second sentence with the following sentence:

"It reminds a large number of resolutions that had been implemented over the last few decades to strengthen its ability to conduct in this field as well as to point out its position concerning the failure of signed member States to obey the statutory obligations that were entered into force by them upon joining the Council of Europe".
