In the draft resolution, paragraph 2, after last sentence, insert the following sentence:
"The Assembly may decide to take collective measures against its members by the deprivation or suspension of the exercise of a number of participation and/or representation rights, based on a breach or a violation of the provisions of its Rules of Procedure or the Statute of the Council of Europe, the context of a procedure, that of a challenge to or reconsideration of the credentials of national delegations for procedural or substantive grounds."
