In the draft resolution, paragraph 3, replace the words "people who are forced to move as a consequence of climate change" with the following words:

"people who are forced to move as a consequence of externally induced environmental changes"

Explanatory note

People who cut down woods, burn forests and pollute rivers cause climate or environmental changes. They are not victims of these consequences, but offenders. Victims and offenders. The social responsibility of the social community must not be neglected.
