In the draft recommendation, after paragraph 2.1, insert the following paragraph:

"instruct the Steering Committee for Human Rights (CDDH) to examine the possibility of adopting recommendations on the development of norms regarding the activities of ethnic diasporas and their transformation into national cultural autonomies".
