In the draft resolution, delete paragraph 20.

Explanatory note

In paragraph 12.1 the Assembly already expresses "strong regret" on the lack of access and in paragraph 12.5 calls on "all involved States to ensure unimpeded access"; in paragraph 20, it is proposed to refer to the same issue. There is no necessity to come back here to this matter.
