The Assembly,

Considering that the Austrian people is an integral part of Europe,

Considering that it has widely contributed to the spread of culture and to the progress of Western civilization,

Considering that the Allied Powers, b y solemn declaration, undertook during the second World War, as one of their principal tasks, the liberation, and full resumption of this people's independence,

Considering that the Austrian people is a true democracy and acknowledges the principle of the rule of law and the right of mankind to the Fundamental Freedoms,

Considering that it would therefore be a matter of justice that this people should be invited to join the Council of Europe,

Decides to include the following question in its Agenda :

" Request to the Committee of Ministers to seize the first appropriate opportunity to invite Austria to become a Member of the Council of Europe. "
