The Commissioner of Human Rights of the Council of Europe published a letter sent on 4 October 2017 to the Spanish Minister of the Interior, in which he raised concerns regarding allegations of disproportionate use of force by law enforcement authorities in Catalonia on 1 October 2017. He called on the Spanish authorities to ensure shift, independent and effective investigations of police misconduct and disproportionate use of force, ensuring their accountability.
Subsequently, on 9 October 2017, the Secretary General of the Council of Europe welcomed Spain's commitment to conduct such an investigation, which was confirmed by the Spanish Minister of Foreign Affairs.
However, there is no evidence that such an investigation was carried out and no accountability was held for the facts concerned.
