In the draft resolution, paragraph 9, second sentence, after the words "despite the", insert the word "substantial".

Explanatory note

Despite the positive evaluation, the sentence does not fully reflect the scale of the reforms and achievements. All but one recommendation was implemented. Substantial changes have taken place with regard to the appointments of the Supreme Court Judges.
