This motion has not been discussed in the Assembly and commits only those who have signed it.
We note that the constitutional amendments adopted by the
national referendum on 5 June 2022:
meet Council of Europe standards;
mean a real breakthrough in terms of Constitutional amendments;
improve the social structure;
promote market-oriented reforms.
We support the transition from the super-presidential model
to a presidential republic, the redistribution of several powers,
the strengthening of the role and the enhancement of the status
of Parliament, the participation of the population in the governance
of the country and the strengthening of the mechanisms for the protection of
the citizens’ rights. We express the strong hope that all these
necessary measures will strengthen the mechanism of checks and balances
in the Kazakh political system.
We take note of the 56 amendments to the constitution, including
the restoration of the Constitutional Court, which was abolished
in 1995, the banning of the president of the Republic from being
a member of a political party and of his/her relatives from holding
public office.
We call on Kazakhstan to continue its political reform programme,
which is aimed at strengthening the principles of democracy, freedom
and the rule of law. The Parliamentary Assembly should examine its
ongoing and future relationship with Kazakhstan.
