1 Decisions of
the Bureau of 14 October 2022 requiring ratification by the Assembly
1.1 References and
transmissions to committees
The Bureau considered and approved the following references:
- Doc. 15556 Motion for a resolution, Ensuring
parliamentary involvement and a rights-based approach in the WHO
negotiations of a Pandemic Treaty and Doc. 15582 Motion for a resolution, Attemps
to change the International Health Regulations of the World Health
Organization might violate human rights: reference to
the Committee on Social Affairs, Health and Sustainable Development to take into account in the preparation of the report on “Public health emergency: the need for a holistic
approach to multilateralism and health care”;
- Doc. 15563 Motion for a resolution, Persecution
against political opponents as a new basis of discrimination: transmission
to the Committee on Political Affairs and Democracy, the Committee
on Legal Affairs and Human Rights and the Committee on Equality
and Non-Discrimination for information;
- Doc. 15564 Motion for a resolution, Countering
the erasure of cultural identity in war and peace: reference
to the Committee on Culture, Science, Education and Media for report;
- Doc. 15635 Interconnections between
the Council of Europe and the European Political Community: reference

consequences of the Russian Federation's aggression against Ukraine: reference

- Bureau decision, Military hostilities
between Azerbaijan and Armenia, including strikes against settlements
and civilian infrastructures: reference to the Monitoring
Committee to be taken into account in
the preparation of its reports on The Honouring of obligations and
commitments by Azerbaijan and on The Honouring of obligations and
commitments by Armenia;

expression and assembly of LGBTI people in Europe: reference
to the Committee on Equality and Non-Discrimination for report.
1.2 Election of judges
to the European Court of Human Rights
The Bureau took note of the report drawn up by the Committee
on the Election of Judges concerning the list of candidates for
the post of a judge to the Court in respect of Denmark, including
its recommendation to reject the list, subject to ratification by
the Assembly in the progress report (Doc. 15626 Addendum 2).
The Assembly is invited to ratify
these Bureau decisions.
