In the draft resolution, replace paragraph 15 with the following paragraph:

"The Assembly is extremely worried by the hostile and threatening rhetoric used in Azerbaijan and Armenia. It urges the authorities of both countries to condemn hate speech and to take appropriate measures to punish it.”

Explanatory note

Hate speech is by no means unique to any single society. Instead of being one-sided, the proposed amendments aims at making the paragraph balanced and comprehensive by recalling the commitments of both Azerbaijan and Armenia to address this issue.
